They want you to be able to pay them back, so they set limits on how much you can borrow. Pre-qualifying simply determines those limits.

This determines how much of a home you can buy. We don't want to look for a million dollor home, if we can't get a loan that big. It is a waste of your time and a waste of the sellers time.

Being pre-qualified for a loan also shows the seller that you are serious and that you have the capability of getting a loan for their house. This makes your offer more credible. This can be a powerful bargaining chip in negotiations.
